Kyoto City and the Kyoto Athletic Association opened its application process for Kyoto Marathon 2014 to everyone including overseas participants on July 29. The application deadline is September 10th, 2013.

Here is a Kyoto Marathon Course Movie from the 2013 race that is really good.

The Kyoto Marathon will be held on February 16th 2014 in Kyoto city and is a huge event with 14,900 people running. The marathon course includes many  beautiful historical spots in Kyoto (if you have the energy to appreciate them!). The course starts at Nishi-kyogoku Ground, 8:30 ~ Arashiyama area ~ Hirosawa Pond ~ Ninnaji Temple ~ Ryoanji Temple ~ Kinkakuji Temple ~ Imamiya Shrine ~ Kamigamo Shrine ~ Kyoto International Hall (venue of Kyoto Protocol) ~ Along Kamo River ~ Ginkakuji Temple ~ Heian Shrine (total 42.195km). 

There are several categories.

1. Normal 42.195 km marathon
2. Pair-marathon where the first person runs 24 km and the second person runs the rest. Note that you can NOT apply from the English site.
3. Wheelchair race

The entry fee is ¥12,000 for Domestic runners and ¥15,000 for Overseas participants. ¥20,000 per team for pair-marathon.

You can register at the http://www.kyoto-marathon.com/en/ Kyoto Marathon website. Be warned that usually more than 30,000 people apply to participate in the Kyoto Marathon, so you may or may not be chosen by lottery.
